A small setup app installs Tor on this computer and links it to your browser.

Good to know
Tor Connect is built to get you past filters. It can be slower than a direct connection, and it only routes your browser's traffic. For strong anonymity, use Tor Browser.
Why a separate setup app?
Browser extensions cannot install or start Tor on their own. The setup app installs Tor and connects it to the extension. That is the one step that takes a minute.
